Why does Cass always end up as my Divine?

It doesn't seem to matter what I do.  Cass always ends up as Divine for me.

This time I allied with the Mages, disbanded the Wardens, never took her out with me and didn't romance her, nor did my Dalish ever admit to being the Herald or even believing in the Maker, and yet there she is Divine again.

I supported Leliana in all her nefarious glory and even said I would support her and, frankly, pissed the heck out of Viv at every turn.

And yet, yet again (9 times now), Cass is Divine.

Bah!

On another note:  Despite romancing Solas all the way and having extremely high approval (he calls me his close friend and he respects me), no romance other than the first kiss, even after Mythal.  Now I'm alone.  All alone.  And so lonely. Where did I go wrong? :)

If you are not playing as an elf there is no romance with Solas.

Even if Cassandra is not with you some of your decisions like exiling the wardens gives her divine points. Lelianna is the last one on the Divine totem ploe. You have to be careful in your decisions and talking to Vivienne and Cassandra otherwise one of them will become divine.

Did you complete Solas' personal quest? Because I believe it needs to be done before a certain point for the romance to advance and be completed.

Here's how I get Leliana. Do NOT recruit Vivienne. Side with the mages, keep the Wardens and never ever let Gaspard rule. You can also side with the Templars and still get Leliana, I've done it a few times.....but only if you don't recruit Vivienne because it counts toward her and Cass being Divine. Also.....if you do recruit her, make sure you put that Elf on the throne, because she gives Leliana points.

When Cassandra ever talked about her ideas and what she'd do as Divine, did you ever say they were good ideas or that she'd make a good Divine?

If you want Leliana as divine, NEVER say Cass' ideas are good or that she would make a good divine as those choices give massive boosts to Cass' chance of being Divine.

Who did you choose to be ruler of Orlais?   That also affects the result.   If Celene survives that tends to favour Vivienne; if you let her die and make Gaspard Briala's puppet, that definitely favours Leliana.

My first run I had all three rule together, banished the Wardens, allied with the mages and got Leliana.   Then I had second thoughts, voted for Cassandra and got her.

One way of getting Vivienne without a doubt is to conscript the mages, keep the Wardens and reconcile Celene and Briala, plus don't tell anyone you support them.

I always get Leliana as Divine but my Inquisitors complain about the Chantry every chance and always make mage's allies. I think Cassandra always has the lowest Divine score in my playthroughs. She really don't like smack-talk about the Chantry.

Ah!  Did not know that.  Perhaps I'll keep them next time.  Of course, the time I kept them, she still ended up Divine.  Hmm...

Yup.  Completed everything with him, even got the kiss (female elf mage - even a Rift mage).

Here's some major points to get Leliana

Allie with the Mages +10 Leliana -5 Cassandra -10 Vivienne

Tell the Wardens to help the Inquisition +5 Leliana -5 Cassandra -1 Vivienne

During the Inquisitor speech say either that "I'll do it because it's right" +5 Leliana or "I'll do it for me own power" +5 Leliana -1 Cassandra

Complaining about the chantry encourages Leliana to make it better I beleive. There was also a bug that made Leliana gain points in Divine Election when she is supposed to lose them, but I have no idea if it is still not fixed.

This is what I did with my female elf...

Ally with mages. Exile the Wardens. Place Gaspard with Briala issuing commands.

Talk to Vivienne and ask her if Leliana will make a good Divine.

Discourage Cassandra from becoming Divine.

Tell Leliana you support her becoming Divine.

If you want extra points (against Cassandra), keep the Wardens around instead of exiling them.

Exile the Wardens.

Negative.

Exiling the Wardens gives points to Leliana but also gives points to Cassandra. Keeping the Wardens gives points to Leliana and takes points away from Cassandra which is what the OP wants. To keep Cassandra from becoming the divine.

^Yeah yeah. The 5 points from the Wardens means nothing. In my male human mage playthrough Cassandra had a total of 6 points compared to Vivienne's 23 and Leliana's 10, and my Inquisitor detested the idea of Leliana becoming Divine.
