Ok, this is a little out there, but...
Jack Harper who became the Illusive Man was a soldier on Shanxi under General Williams. Cerberus is formed to fight back against the Aliens.
So my thought is that Jack Harper aka the Illusive Man didn't actually appreciate the surrender. So while the initial grounding of General Williams may have been Alliance or not. Attempts to exonerate him never happened. However after Cerberus formed and had supporters in the Alliance.
Perhaps when Ashley's dad and Ashley herself joined, The Illusive Man didn't take a direct note, but people in Cerberus and thus the Alliance know about his feelings about General Williams. All that would need to happen is the right person and the right comment to get people to think they should be hard on the Williams family.
I just find it particularly odd that Ashley and her dad were blackballed so well, I can kind of get her grandfather. Though interesting side note I found, according to Turian Military Doctrine, it was the right call, not wasting lives.
Also I wonder if this played into why Ashley would be picked as a Spectre.
Anyways, thoughts?
