Seems like all the items from merchants say "Restricted to HaWKE" . Cant I buy items for my party members?

Just a few armor upgrade.

Purchased and found weapons and accessories can be equipped by other party members, but not armors.  Instead, companions get unique armor upgrades (four per companion, except for Bethany and Carver) that give new abilities, and their armor stats increase as their level increases.  They'll also change the appearance of their armor on their own, more or less, in response to romances or certain story events (though those changes are generally just cosmetic).

Weapons and accessories yes arnours no as they can only be upgraded in DA2 and those upgrades are mostly available in Acts 2 and 3.
