The only thing that bothered me was the pixelated cutscenes that i never understood why they made it like that.

I think video gets pixelated when your graphics card cannot handle higher AA settings, size of your resolution,
and frame buffer (memory) can't handle the load, etc. Other conditions may apply.

4K? Just how many of us have the $$$ to go buy a full 4K upgraded PC system? Consumer penetration of the 4k resolution sized-market is still quite low. Does someone have a link to market shares about this? But keep dreaming. Count the cost:
4K monitor:
$ 495 - ASUS PB287Q 4k UHD LED Monitor with 3840X2160 Resolution (Black, 28-Inch)
or, Samsung UE590 UHD-QHD Monitor U28E590D 28-Inch Screen LED-Lit Monitor
GTX 770 minimum GPU:
$ 465 - EVGA GTX-770 SuperClocked with ACX Cooler, 2GB GDDR5, 256bit, DL DVI-I, DVI-D, HDMI, DP, SLI Ready...
or $ 410 - ASUS GTX-770, DC2OC-2GD5, 2GB GDDR5, 256-bit, DVI-I/DVI-D, HDMI, DP PCI-Express 3.0, SLI Ready...
And I'd probably want the 4GB memory version (Add +$100 min.)
$1k USD is a huge $$$ investment to make for these prices at this time. Pricing for the 4K monitors will be improved two years from now, perhaps: -$150 from now?). But two years from now the 'recommended' graphics card specs will move upward, likely not changing the + $500 realm for a GPU that's going strong at that time. This is just a quick assessment, as I see it.

Indeed. In a recent video about 4K, the tech oriented youtuber Mkbhd stated that, while his video were uploaded in 4K, only 0,11% of his viewers actually watched it in 4K. If even tech geeks aren't yet mostly equipped in 4K, there's not much point investing in 4K for a video game. Even in the movie/TV department, actual 4K mastered content is a rarity. Most of the first batch of 4K blu-ray will be overpriced upscale with a ribbon on top.

I ask that you please DO NOT use 720p/1080p resolution files for your pre-rendered sequences and recommend that all pre-rendered sequences be done in at least 4K Resolution or released as an optional download sometime at launch.Its been a source of constant criticism in games and its very jarring to see games (including the ME Trilogy) switching between 4K resolution and 1080p (or 720p in ME) with the stark differences between the two.
Optional? Yes. I have no problem with that. Completely only supporting 4k will mean alienating the fan base that doesn't have support for 4k.
There is also an issue of space, a 4k pre-rendered file will take up much more data than a 1080p. This means the game will have to be packaged in such a way that it can easily be deployed to Xbox, Playstation and PC without customizing builds for the different platform.
