You actually can find Poulin not guilty and let her go with no penalty. Less so for Dedrick, but presumably, if you do the operation to capture him, you want to punish him; if you don't want to, you can just not pursue him (whereas Poulin is automatically put up for judgment after completing Rocky Rescue).
I know- but not finding them guilty (or not searching for them) isn't the same as expressing approval, which is a relevant roleplaying aspect. You can infer a headcanon, but expression is better.
Besides, what if my thought is that the truth needs to be brought to light to show what is right? Judgements don't just have to be on the damned- they can be recognitions of the right. Think professional counseling in a business- yeah, a boss will (should) pull you aside when you're doing bad, but a good boss should pull you aside when you're doing well, and recognize it publicly.
In the case for Dedrick, for example, I thought letting him try to live as a refugee was an injustice- because I felt he deserved absolution, not to stir in his own guilt. Not pursuing him would have been its own punishment in letting him be miserable when I didn't feel he should have been.
