Hell no, not someone like the illusive man again. For one his name sounds like something a third grader came up with for himself. And the guy was a a megalomaniac a-hole Idiot! Emphasis on the word idiot because if he was smart, the megalomania and being a douche would've added to the antagonist personality even if that's kinda mainstream. Instead he just turned out to be a tryhard idiot in a suit! To be fair though, it's a cool suit.
And the whole logic he followed in Me3 was just sad Imho;

As for a suggestion, someone who's devilishly intelligent, knows what they're doing with just the right amount of crazy would be great. Psychotic and genocidal tendencies are optional as well. Fine if you really want me to name names, here;

I'd also add a few classics like Anton Chigurh, Hans Landa, Joh Doe and Vaas Montenegro. Also Charles dance who you might know as Tywin from GoT but here in a slightly different role;
I wouldn't want the antagonist to be very similar to any of these guys but these are some rather good examples IMO. I'd write more but you guys get the gist, it's just that "good" villains are so hard to come by these days..

you make a good point. I enjoined the illusive man, I like him because he's always blindsiding Shepard and likes to play the game of wits. I agree there are better examples of antagonist. I am mad that they didn't use Kai leng to his full potential. Are you a fan of anime? If you are have you ever heard of psychopass?Hell no, not someone like the illusive man again. He or she should have a purpose. I put she in there because there should be more female villains.I want a simplistic villain and just evil for the sake of it like the reapers before ME3 came out

I haven't watched a lot of anime tbh. Seen a couple of the more popular ones like Fullmetal, tokyo ghoul and stuff but never had the time to watch all that many. Haven't heard of psychopass but I did look it up. Seems to have pretty good ratings. from what I saw..

Its good. Watch season one. The villain is awesome.I haven't watched a lot of anime tbh. Generally enjoys hurting people, torturing people and killing people, she qualifies as a genuine psychopath, ignoring the moronic trope of those people being short sighted, stupid and what have you, she demonstrates clear tactical insight, political affluence and a alluring sense of charisma. She rules a nation of 30,000 and they are all for the most part fanatically devoted to her. Also for the sexual deviancy well erm *coughs* She likes em young.

Moving along she is a immensely skilled pilot, a powerful Newtype and a utterly relentless and implacable enemy.

What do you people of the world want to see out of the villain. I would like to see someone like an illusive man/saren/ general Shepard/ vicious from cowboy bebop hybrid. The list goes on. I hope bioware has inspiration from other games that did it right.
No thanks. What the series needs is a truly alien threat, so alien that their motives are impossible to understand and communication is futile. Like the Reapers were intended to be before they got nerfed. Such an "antagonist" could create interesting moral dilemmas too - is it moral to exterminate them all to save yourself, like the Rachni? Etc.
But instead we will probably get another megalomaniac villain.
