Neither, Bioware does what it thinks interesting. Thedas is a land of magic, dwarves, elves and spirits. The representation of different peoples and characteristics makes it easier for Bioware to make more memorable characters. And after 3 games they will need more ingenuity before party members become completely and unambiguously boring.
Me, I'm going to worry more about what Bioware is going to do with character hair than character skin... ![]()

Where are the East Asians then? Doing whatever you want after your lore was setup in the first game is retconning.
Bioware is not against adding people who are similar to East Asians into Dragon Age. However they want there to be a reason for it just like the other ethnicities rather than adding them just because. Most likely if added they will come from one of the other continents on the world where Thedas is.
Duncan looked white to me.
He does not look black. And that clearly could have been in early concept of how he'd look which they changed.

No, they didn't. The Rivaini people have always been black.
Again, like all humans in Thedas the Rivaini people immigrated from another land, in the Rivaini's case an island chain beyond the Donarks.

Bioware has explained on numerous occasions that that was a limitation of the Eclipse game engine, not a conscious design choice.
DAO codex never mentioned the Rivaini has black skinned.

...Have you ever considered that many things in the game have been adjusted or changed not "just because" (even though it's been pointed out to you that there's a perfect geographical reason to do so), but in large part because their engine's rendering capability and design team is better?
There are so many things that have changed (for the better) since DAO, from details of the world, architecture to entire races being redesigned (both elves and dwarves look different too) and your issue is with black people and darker skin?
... How can this be interpreted to be anything other than either racist or a pointless (and still racist) criticism against Bioware?
I can understand that they would want to mix things up a bit to appeal to more people, though it would be nice if there was some sort of rhyme or reason to it. (Darker skinned people coming from certain countries or regions, etc.) In DAI's Fereldan, I'd say the population is 10% black and 90% white, no historical backstory given.
Not all the "re-imagining" of the peoples of Thedas has a PC intent, however. Think of the poor elves! There's a certain irony when, as a city elf, you receive "Adaia's shoes" in the city elf oirigin only to find most elves barefoot in DA2 and DA:I. (I suppose all the elven cobblers were killed during the Exalted Marches!) In Origins, elves were basically short humans with pointy ears. They then gave them a more "bug-ish" look in DA2 and now in DA:I, they're simply more scrawny (with the exception of Sera and to a lesser degree Solas). My female Dalish elf mage looked way too much like a skinny 14-year old girl which made romances rather awkward...
As to Tevinter, one should remember it was a far-flung empire. One would expect it to have absorbed a variety of racial types rather than be overly homogenous. I was going to note the desert environment of the Western Approach and the Tevinter ruins there, though that may have been caused by some disaster if I remember correctly. Does anyone know if the next DA game is going to visit Tevinter?

The end of Trespasser certainly suggests it, since it literally ends with us stabbing a knife into a map on Tevinter and has the camera focus on that.
Rivain has an excellent fleet, because they have a long coastline and trade with many countries. They can easily migrate, because of that.
Plus Ferelden went through a Blight. Just like Hawke's family, many people fled the country. It's not far fetched to think that some Ferelden refugees bought safe passage into Rivain, and then returned with, for example, Rivaini spouses.

So Thedas is like the real world now? If that is the case why is Rivain(sub-Saharan Africa) so close in proximity to Ferelden(England)??
Where did these black fereldans come from or are fereldans just a mix of skin tones too?
Rivain is literally on the opposite side of the continent from Ferelden.
As for black Fereldans? They (or their ancestors) traveled there from the north. Same thing happened with England in the middle ages. National racial homogeneity hasn't ever really been a thing.
