I'll be happy to provide links and advice on scripting, as time allows, but this isn't "my type" of mod so I won't be investing the ridiculous number of hours that I do on my own mods
To be fair, I should say why it isn't "my type" of mod. It will have to change a lot of Core resources. With so many of my own mods, I need to know that anything weird that happens is entirely my fault (which it usually is). Even if I thought it was the most super-fantabulous mod EVER, I still wouldn't install it.
OK, now that that is out of the way. Everything that I say should be considered my opinion and/or suggestion. If you don't want to implement anything that I suggest, that is your right as the mod developer.
--- I would start at the beginning and decide how extensively you are willing to change Core resources. If you don't want to make extensive changes to Core resources, then this can be a Standalone ('other campaign'), or a side quest where the player learns about a Chasind who wanted to be a Grey Warden.
--- Origin specific dialogues occur in some places. Research needs to be done to confirm that there aren't any places where the Chasind GW won't have any conversation options and will be unable to finish Quests. For example, entering the Proving. The Proving Master (or whoever) remarks on elves and humans having strange names so we'll just call you Grey Warden. No, I haven't looked to confirm that there wouldn't be an option for a Chasind GW. It could be that 'if not dwarf' and 'if not elf', use the remaining (Human) line. But I don't know.
And then there are the Companion conversations. Are there any places where the Chasind GW won't get conversation options?
Will you care that a Chasind mage may or may not be recognized as a magic user by .... anyone?
You can change the logic on the conversations (by changing Core/Single Player resources), but you'll have to go through a lot of .dlg files to know which ones to change.

--- Duncan.
Anyone can do the voiceover for the introductory cutscene or slideshow. Just because the voice actor for Duncan does the other Origin voiceovers doesn't mean that someone else can't do the voiceover for the Chasind Origin.
There are a lot of conversations that you can piece together from Duncan. Some of the City Elf conversations with Duncan are actually pretty generic. Or minimize the Duncan in the Origin so you can create your own dialogue. A Grey Warden (yes, there were multiple in the Dwarf Noble Origin) who was assigned to visit the Chasind, you will travel (east, west, north, south) through (somewhere on the Ferelden map) to meet with the GW Duncan. You will continue to Ostagar with Grey Warden Duncan while I continue the search for GW recruits/candidates. Or Duncan can 'stop by' at the end of the Origin to take the new Grey Warden recruit to Ostagar. Don't commit to using only Duncan's current voiceover lines if you want the flexibility of being able to write all of your own dialogue.
The introduction to Cailain is one of those points where there (probably) isn't an option for a Chasind GW. At best, the Chasind GW would be addressed as if he/she is from a different Origin. Another point where Core resources would have to be changed and some of the existing lines "reworked" for a Chasind GW.
Enough for this evening, my testing is done (mostly successful
) and I need sleep! I'll pick this up again the next time I'm testing and have nothing to do while the game loads.
You don't even want to know how much detail I go into before adding a new Companion. MUCH longer than this.
