After reading about another game recently and its PC launch, I think I would classify BioWare as above average when it comes to their PC releases, there is room for improvement, but at the same time there are plenty of other releases that are worse then what BioWare ships.
That would seem to fit, yes. Probably without the 1GB pipes in most cases.
