Except Anora's codex makes it clear the other nations of Thedas are pretty much boycotting Ferelden because they are harboring the rebel mages.
That's a short term cost- and not a very heavy one when the world is already in chaos and Ferelden is an agrarian economy rather than some industrialized exporter.
Whereas the mage rebellion is a real cost in killing Fereldens, and Ferelden's spoils with the Chantry for ending the crisis could easily overcome the upfront opposition.
When Ferelden is alone, the world is already divided and the 'punishment' may not be worse than the disease. When Ferelden solves the problem, it won't be alone when it has the Chantry's gratitude, and it will fix the immediate problem killing its citiziens.
If the attempt is to gain brownie points, it's failing.
Just face it, Bioware just wants to have a default type of world regardless of how much sense it makes with regards to choices. Why else would Divine Vivienne ever allow the creation of the College?
What better way for you to identify dissidents than to invite them to identify themselves?
