In the ridiculous outfit competition, I think it would be a tie between Benezia, Jack and of course, Kai Leng.
I'd add Samara to that list.

Benezia with the terrible looking headgear she was wearing. I couldn't stop laughing the first time I saw it. And then when she says, Have you ever seen an asari commando unit before? Few humans have, I laughed even more. Too bad Shepard couldn't say to her, Have you ever seen a human spectre before? Few asari have.

How did I forget? Oh, yes. And Ashley's...whatever that think was supposed to be. And the dancer's outfits. And the Asari consort's outfit.

Oh, God. I think someone else mentioned this, but when the consort hugs you. I was just like, what the **** are you doing touching me? I'm up here because you asked me. And I hate the implied sex when you choose the Renegade response to her. Not the least of which is because your squadmates are still in the same room. The whole interaction with her is just so awful.

I'd put Samara in instead of Kai Leng, actually.
However badly his character was implemented, his outfit wasn't that bad. There's certainly far worse in the game

I always thought Morinth was way more appealing than her mother. Somehow I always buy her being sexually interested in both Shepard than I do with Liara.
But I suppose the Asari could alter perception of others to them so that everyone and every species would view them as universally appealing regardless of their preferences and we are viewing the game through Shepard's perspective. Generous boobage, beautiful feminine face, the ultimate femininity and fantasy.
But really the franchise isn't exactly a fan of practical outfits,

The only way to see Ashley and FemShep naked was in a love scene but even so, they look like an actual 34B. BroShep and Kaidan's dick is a also a huge knob... >_> but you only see these via flycam.
But Benezia's boobs is the first thing you see before her face. It is cringe-worthy, it look more like flat buttocks than her boobs.
I'm not a fan of Benezia's character design either.
I was just replying to the statement about characters lacking certain features while nude. They weren't intended to be viewed that way, and players had to mod their games in order to do it, so any lack of features shouldn't be taken as canon.
For example I'm pretty sure if you enabled fly cam in DA:I that Cullen would look like a Ken Doll during that card game. If so that shouldn't be taken as evidence that Cullen is a eunuch, despite how hilarious that would be. He wasn't intended to be viewed fully nude in the game, so it would be a waste of time and resources for devs to design a fully anatomically correct nude body that isn't going to be seen in the game, outside of hacks.

Someone started a reddit argument with me about Liara's maturity and instead I'm getting a mansplain about why its acceptable for a much older person to have sex with an alien-equivalent of a teenage girl who are sexually inexperienced but available and open to the idea of being impregnated by them.....
goddamn it...

Liara isn't the equivalent of a teenage girl.
Whether or not other things he's said in that Reddit exchange are cringeworthy, or mansplaining...whatever that means, you're wrong there.

Liara is an Asari maiden who is not a girl not yet a woman and she plays the part quite well. The conversations you had with her about her inexperience, innocence and her state of 'readiness'. If she is matured enough as a woman, she wouldn't play coy, and her romance isn't written like you're exploiting her.

I'm not a fan of the whole shy and virginal thing with some of Bioware's female LIs, but a lack of sexual experience doesn't magically transform an adult into a child.
Do you also consider Tali or Alistair to be children? What about a 40 year old virgin in the real world?

This. Liara is an independent woman with a degree and a job, whatever anyone thinks of the shy virginal thing. She still gets to decide who she wants to have sex with.Asari reach adulthood sometime between 40 and 60 years old. Yeah given Liara is "Doctor T'Soni" and the apparent age in which asari leave home, she is likely from an asari perspective of an equivalent age to Shepard. Albeit with a much more sheltered life.

Anything Tali does that doesn't involve tech or ships.
Aww but her romance options in ME2 are adorable!

Neither Zaeed or Grunt are romanceable.
Having most of the romances with potential ladies having to unload her internalized emotional baggage just to be worthy of being loved while you're being a casual spectator is considerably bad writing and unappealing, which always seem to be a recurrent theme in Bioware romance template especially for their male players. People are complicated creatures and even the most basic romance tend to be just about two people finding each other, giving lingering teasing looks, trying getting to know each other, flirting, slow burning sexual attraction, chemistry, understanding each other, being comfortable and needing each other's presence like they are the air themselves... romances is not about playing a minigame trying to get into people's panties and LIs shouldn't be an emotional outlet to justify the player's emotionless existence. In this aspect, ME2 romances should be classified as casual flings, while everyone definitely improved in ME3 and with DLCs but I wouldn't say ME2's greatest appeal was its romance.
That said the romance scenes in ME2 are definitely better. They're not overly long or indulgent like they are in ME3, nor are they cringy to the point of discomfort. Oftentimes they look more like something you'd see on a porn site as someone's amateur fan fic animation, sans nudity.

ME1 Liara behave like a teenage girl who have her first crush who is obsessed about being properly laid for the first time by this person she come to worship. And Shepard does sound unusually predatory by repetitively urging her that she is ready for her special time. Does this sound like you're trying to have sex with a person who have the emotional maturity of a 107 years old adult woman? Who also constantly being referred to as "girl" in the trilogy.
I'm not digging at this because she's a hundred years old virgin but she display so many personality traits that was infantile. And what kind of 'romance' that basically have you taking advantage of an Asari who have the emotional capacity way less mature than all Asari in the game who are emotionally vulnerable and just lost a parent and yet very eager to sleep with a complete stranger that she have to do quick extranet research just to get to know you better.

Although maybe because it was godawful cringe-y because I did romance her with him. *shivers*

Jack's romance was the only straight BroShep romance that I enjoyed playing. The focus was on gaining her trust and getting to know her better and having Terminator Shepard at least showing some empathy. Even if she cried while cuddling him... which I think is really sweet since she finally let her guard down and allow herself to love someone. Their romance was even briefer in ME3 which is a bummer.
Most sex scenes in ME3 are fade outs; Garrus Tali, Miranda, Jack, Cortez and Allers. The only one who did it nude was Liara while Ashley, Kaidan and Traynor (just shower scene) were all in their underwear. I only tolerate Kaidan's because my FemShep is smoking hot in her lacy lingerie but the rest.. meh.
I think Bioware are going to stick with some hint of nudity but fade out sex scenes in ME Andromeda. I think the animators died out in embarrassment,
