You don't need the perk to find him, he can be found without the perk. One of the locations he can appear in happens to only be accessible with that perk. I've completed his little game without ever getting that perk.
I did not know that i thought he came with the vault and that perk from Josephine. Then i have to go look for him in my previous playthroughs where i did not use that perk from Josephine

You can actually find him without the Elite Clientele perk, but I don't think you can complete all the quizz questions, because he moves around. I've also found him up on the battlements, and lurking in the cupboard in the Inquisitor's room. (He frightened the life out of me the first time I opened the door and found him there!)

About completing his quest without perk: You can quick save and reload after you meet him the very first time and he will ask you second question right away. Repeat once more - and you complete his game and get the spoon. It is an exploit, but if you don't want to waste time and chase him all over Skyhold... Same with the spirit in the Hissing Wastes.
