I'm trying to figure out which nobles rules over parts of Ferelden. But I can't determine if Crestwood is part of West Hill - not the West Hills arling, ruled by Arl Wulf. If Crestwood is part of West Hills, then Bann Franderel controls it, yes?

It probably is Franderel's. Then again, between it's woefully undermanned defenses, staggering incompetence by the Powers-That-Be in letting it be occupied by any reasonably well-armed foreign party, it amuses me to imagine it belonging to the whingeing Bann Ceorlic.
