I was playing Baldur's Gate 2 (with no mods) and got to the point where the main character is affected by the Slayer change and starts to take or inflict damage upon waking after a rest. I had problems with my character, so I decided to start a new game. The new character I created somehow inherited the Slater change effect and immediately started taking or inflicting damage after a rest. This happened to every new character I created. So I uninstalled and re-installed the game, but the same thing keeps happening. Obviously some remnant of the original installation persists and is affecting the new one. How can I fix this?

You could try reinstalling in a different location or you could examine the character with the relevant "Shadowkeeper" program. See if there are any relevant Effects.

Thanks for the advice, but no luck... I installed the game in a different place, and the same thing keeps happening. I'm guessing there's some remnant of the old game in the registry that isn't being deleted. I tried using Shadowkeeper, as you suggested, but I have no idea what to look for. I don't even know what category it would be under. There was nothing related to "slayer" or "rest" or anything that looked relevant. This is really getting annoying. If I can't fix this, it appears that all my games from now on will be screwed up by this glitch. I also noticed that a lot of NPC's are refusing to talk to me now. I've been unable to complete certain quests because one of the NPC's I need to speak to is always too busy to talk. I'm guessing that these two problems are related, since they both started when I created a new character, but I have no idea what to do about either situation.

That sounds odd. If you're starting with a fresh installation any registry entries left over from an earlier installation wouldn't affect the game. Can I check that you are starting the game using the BGMain.exe file in your new installation folder (as opposed for instance to putting a disk in and using the menu from that - where old registry entries would be relevant).
A couple of other points about installations:
- don't install to the default program files location, but somewhere different.
- install with as few other programmes operating as possible. Some internet browsers and virus checkers for instance have caused problems with installations.

If you have windows 10, then some files are in the documents folder. (At least they are with EE) perhaps those files need deleting too.
