I don't understand the mechanics of how the Inquisitor determines who will be the new Divine. I want Cassandra to be the new Divine and tell her that I think she would be an excellent choice during that dialogue. Then I talk to Vivienne and the dialogue seems to be centered around Cassandra becoming the new Divine, but even so Vivienne becomes it in the end. After the dialogue with Vivienne you get an operation at the War Table that seems to lead to her becoming the Divine, but she becomes the Divine even if not starting it.

In short, what determines it? Is it the order in which you talk to them? Should I not even start the dialogue with Vivienne?

It depends of your choices.
Conscripting the Mages and helping Celene gives a lot of points to Vivienne and helping the Wardens reduces a lot of points of Cassandra, I think that is why you get Vivienne as Divine.

Ah, thanks. Plus checking the Wiki, it seems I've missed the war table operation Support Cassandra. I think I'll reload from a save before the endfight and see if I can get it and if that helps.

EDIT: No, it isn't available. I must have missed out on it because of some dialogue choice. It is a bit odd as I always try to be supportive when having those dialogue choices, but I've never gotten the Support Cassandra operation.

EDIT AGAIN: This seems to be the explanation for that as I've never had the Nobility knowledge perk:

During the discussion with Cassandra about becoming divine you need to pick the dialogue option that's unlocked by the noblility knowledge perk (the crown icon on the dialogue wheel) that unlocks the support Cassandra option, but as mentioned it only makes it more likely - it isn't necessary nor does it guarantee it.

This is why I gave up caring about the election of the Divine. It forces you to choose between having control over your RP/narrative choices, or control over who becomes Divine. You can't do both. One has to be sacrificed to the other.

If Leliana is in a romance with the HoF and becomes Divine, she gets rid of that rule and stays in a relationship with them.

yeah same with me really I've had all 3 candidates be Divine in my various playthroughs as long as it's well balanced in my playthroughs I'm not worried. My current playthrough has Leliana as Divine but my last time through Trespasser had Cassandra as Divine and my first run through |Trespasser had Vivienne as Divine. So I've had each and all of them as Divine. I just kind of let the character I'm RP'ing determine what decisions are made and react to it for themselves.

Yeah I heard that too.

No offense but Cassandra would be a terrible Divine. Seriously.... I can't fathom the thought of her wearing that funny looking divine hat. Shes more of a tom boy. It would be cruel to force her to become the Divine.

That's not saying much ... they all do. I bet even Dorian would look hot in it. ;)

True, although I thought Vivienne looked more alien in it than Cassandra. Vivienne = décolletage in my book.

I also think Cassandra is the best match for the job, although that might very well be wrong as I don't pay much attention to lore.

That is not always true.
I did everything I wanted (conscripted the templars, recruited the wardens and forced a truce between Gasoard and Celene) and Vivienne became the new Divine, as I wanted.

Sure, if your RP choices happen to align with the choices that result in your desired Divine, or at least cancel the negatives out with enough positives, as seems to be the case for you. But just change one thing, like make the truce be between Gaspard and Briala with Celene dead, and Viv would not be Divine.

It looks reasonable from an historical viewpoint.

In the middle age the Emperor, that's the inquisitor after defeating Coripheus, had some power on deciding who would have been the new Roman Pope, i.e. the Divine, but to decide was the Roman Curia, the college of cardinals, that was composed in grat part of the younger sons of the Italian noble families (Medici, Borgia etc) and when the empire tried too hard strange things happened

The endgame inquisitor is a strong and popular emperor, like was for example Frederik II, but he's not strong enough to force the choice of the Devine.
