Good grief. I found it. I was in the wrong part of the basement.

If I'm not mistaken, one part of the basement is only available through the courtyard, thats where the chest with the love letter is. Find a door that leads to the cellar.

Taki is right; it's not in the part of the dungeon through which you enter the castle, but in this basement you enter from the castle and which empties out into the courtyard where you have the option of fighting demons and the undead on your own or opening the gate so that Ser Perth and the other knights can help you.
