I am in Dust town and looking for Rogek to do the quest but i don't see him. Where is he ?

If you've talked to him already then he won't be there. Try holding tab to see his names..

It seems that some lines of dialogues makes him leave even if you accepted his offer to smuggle lyrium so the quest will stay in your journal but you cannot complete it.
It happened to me in my last playthrough where i exchanged informations about the carta for making the delivery 
I think that the only way to complete his quest without him disapearing is to accept it directly.

I haven’t ever completed that quest. I never had enough scratch to pay him the deposit he requires.

I found him second time but i had to go back a couple of saves. And yes you have to be careful what you say to him or he will leave. I delivered the Lyrum to the tower and got a repeat order (i think) but i will have to complete the Carta quest to see if he turns up again to pay me the finders fee.
