I denied him Saleon the first time around, but this seemed much more personal.

I felt it was best to stay out of this one, I spoke my piece to him on it, and he still decided it was best to shoot him, obviously this was more important to him than any of Shepards ideals. Also I don't remember getting any Renegade points for that, I could be wrong though.

if there was a talk option behind it like ask why he betrayed garrus (family or something) then i wouldnt have let him take the shot.

Just don't let Garrus take the shot. You'll put peace between the two, earn Garrus' loyalty, save Garrus from becoming a murder, and get paragon points to boot!

Yeah, I never let Garrus take the shot until at the end when Shep steps back and tells him to take a good look at Sidonis. I didn't want him go through with a revenge killing and I was glad when he chose not to.
