I just got jumped by two groups of promoted Elite Poison Spiders. Eight or nine of those things turned out to be tougher than the Gurd Harofsen fight. The percentage of promoted enemies seems to be way higher than in the base game.

The number of elite enemies seems about on par with the rest of the game in my experience, but since JoH mainly features more large group encounters than the base game, it's possible that their spawn rate may seem more frequent. As for the spiders, they can be a pain. There's no poison resistance stat available from gear or elsewhere though, so I guess it's to be expected that poison damage would hit unusually hard compared to other sources.

And if you think they're frustrating, wait until you face some of the mobs in Trespasser with trials on. You're in for some fun. :P

The spawn rate and mob size is higher in general, so Walk Softly just amps that up. At least, that's how it seems for me. You might have rolled a bit unlucky with the RNG. It happens, like nothing but Electricity Resistant enemies when running a solo mage with nothing but electricity attacks ... time to reload.

Well, it's not like you turn Walk Softly on because you're looking for balance...

These spiders indeed are plain painful. But there is no particular need to kill them and it is possible to just run through or around them stealthed. The things are that, as Hannah mentioned, there is no poison resistance and poison dot ticks ignore armor. Also, their projectiles are homing and will hit you no matter what even if you manage to hide behind a rock. Their fire rate is much higher than that of gurgut and yes, promoted poisonous spiders are probably the toughest enemy in the whole game. Archer/rogue can carefully take them from long distance with long shot / hidden blades. The problem is that by the time you get there, they might respawn.
