Two years and I'm still thinking back on what Val Royeaux could have been. Oh, the Solavellan hell would've cut even deeper, my friends. The hell would've been even deeper.

I don't have powerful consoles. PC owner here. o/ So I can only dream of owning certain titles for PS4 and Xbox One. That or search for available PC versions on Steam.
On the other hand...
the new consoles are "actually brand new PCs.

oh but I mean of course, the PC would swallow the PS4 whole. If they didn't have to bend over backwards for PS3, it would have been even MORE stunning on PC than it already is.
I know this is probably something everyone understood in 2005 when Coldplay just came out but this is a new concept to me and it's actually very startling and the gravity of it is flooring me a little.

Otherwise, not sure how much difference it would have made. Plot would still be the same. As well as dialogue options and/or combat system

Combat system probably would've been different too. Also, I imagine that plot must often conform to scenery and assets. The plot must be logical given the constraints of the places portrayed, the lack of places that can be rendered. ;___; Who knows? In addition, many young developers must have been so tortured by the many beautiful meshes and assets they had to sacrifice, perhaps they scrawled out pieces of the plot with lackluster feeling as a result.

Wait, I thought DAI bent over backwards for console-only players, rather than for one specific console version.
Origins was apparently awful on console, while the PC version was amazing, and I figure the same thing happened here, only reversed, relating to the players themselves.
BTW, how exactly does Coldplay come into this? Out of curiosity.

Yup, folks have been complaining about the too-slow-new-console-rollout for a long time. You're correct, it's held back gaming development.
I can just imagine the poor developers sleepless nights when their pin-head ignorant overlords told them they had to develop Inquisition to run on the Xbox 360 & PS3.

DAI would never have beaten TW3, consoles or no consoles. TW3 is better than DAI in almost every single way.

How are you so sure? Perhaps Bioware always wanted Val Royeaux to be just a small market. Do we have any of devs coming out and saying that Val Royeaux was intended to be a full city the size of some of the other regions with quests and the lot?By forcing the PS3, Val Royeaux was choked. TW art style and aesthetics is far more consistent than DA's art style and aesthetics.
TW3 has better soundtrack than vanilla DAI, only Trespasser is capable of matching TW3 in the soundtrack department.
TW3 has no DRM on it, DAI has DRM.
TW3 has far more free DLCs than DAI.
TW3's paid DLCs contain far more content than DAI's paid DLCs / TW3's paid DLCs have better bang for the buck compared to DAI's paid DLCs.
TW3 did large cities far better than DAI. Novigrad makes Val Royeaux look like sh*t.
TW3 didn't spend time lecturing, proselytizing and preaching to its audience, DAI did just that.
TW3 NPCs are far more realistic than the DAI NPCs.
TW3 is open world, DAI is not. Therefore, TW3 has more content than DAI.
TW3 did strong female characters far better than DAI. Ciri and Yennefer > any DAI female character.
TW3 does espionage and politics far better than DAI.
TW3 does monster boss fights far better than DAI. TW3 does monsters far better than DAI.
TW3 makes you feel like you are a Witcher with the quests, lore, bounty, Witcher senses, dialogue options to use Axii. DAI makes you feel like someone who does random MMO quests instead of the head of an organization.
TW3 has far more diversity in character sizes and heights. DAI has everyone with a racially fixed height and weight.
TW3 has better hair than DAI.
TW3 does magic far better than DAI. TW3 mages say certain words and use all sorts of magical gadgetry. DAI mages twerk around their staves and use magic 8 balls.
TW3 does Elves far better than DAI. Elves in DAI look anorexic, Elves (Aen Elle) in TW3 are badass motherf*ckers. Eredin and Co would have made Solas, Abelas and the other Ancient Elves look like pansy wimps. Avallac'h doesn't need a magic 8 ball to do impressive magical feats.
TW3 has better villains than DAI. Eredin is far superior to Corypheus.
TW3 allows you to play the in-world card game (Gwent) but DAI restrict Wicked Grace to a single cutscene to get Cullen naked.
TW3 does mounts and mount riding far better than DAI.
TW3 does recurring characters and cameos far better than DAI. Vernon Broche is there because of the story, Letho is there because of the story, Sile de Tanserville is there because of the story, not because of shoehorning.
TW3 has better songs than DAI. The Wolven Storm makes Maryden's lyrics look cheap.

That list is mostly preferences, not facts. A few are, but most of what you listed is subjective or not even really comparable because different universes.

Sounds like there's a lot of fanboy/girl-ing and butthurt going on here.
A lot of what you've said can't be accurately measured in terms of quality, and comes down to personal preference/favouritism.
