Minimum requirements are surely going to be at least the same as for Dragon Age: Inquisition, with big odds towards being even higher than those,
The game isn't even coming out until 2017. Why would we know the PC specs before we know anything else?
I believe GTX 970 or Radeon X290 will be in the recommended specs for highest settings in FHD.
A stronger CPU will also be in place since I've seen how taxing DA:I was on systems with weaker CPUs, the GPU was bottlenecked way too much by CPU that wasn't able to catch up in bigger areas.
If you can run most of the multi-platform next gen games that are coming out now without any problems, then its a safe bet you will be fine for ME:A as well. Gone are the days where every new release required the latest and greatest video card. Once you have matched or exceeded the specs of an xbox1 or PS4, there is little reason to upgrade too often.

Agreed chances are if your computer can handle DAI then you should be fine to handle MEA when it releases

It takes time and money to build a new computer. ME:A is one of the games I would want to play at full graphics. I will assume DA:I requirements and possibly something more.

So long the game also comes out on PS4 and XBOX One and you can play all other ports for those platforms, you're fine. Upgrade when the next generation consoles is there.
As the others have said there hasn't been any real specifics released for system requirements, but since the game probably will be on par with any other game that has been released for this generation. With that said you might want to look at the requirements for Battlefront since it was this generation only and uses the Frostbite engine. it probably won't be the same, but probably would be a good indication.

I'm looking at 980ti graphics cards. But perhaps Pascal chips will have made their way into a new tier of graphics cards by mid-2017.

PC specs usually drop around two weeks before launch.
DAI bucked the trend by sharing the specs 4 weeks before launch, accompanied by the video 'Made for PC gamers by PC gamers'.
Given how successful that announcement was, don't be expecting such an early spec announcement this time.
In short, you'll know in 7-10 months...

Which leads me to question the possible game degradation of the garden variety 8GB RAM, 2GB discreet graphic card PC systems.
Certes, the ME:A hardware requirements are yet to be announced. Still, with Bio's joyous announcement that the old gen hardware shackles are left behind, their eagerness in touting the FB3 graphics rendering engine, the fact the Mirror's Edge uses FB3 (based on EA statement that all games now use the engine) and I'm left to wonder what an early 2017 PC game HW requirements will be.
Mirror's Edge is of course an action packed adrenaline rush with acrobatics, I think 16 GB RAM won't be that important for ME:A
