I'd wait for a playable demo. Then you'll get a good idea on what to expect hardware wise.

Mirror's Edge is of course an action packed adrenaline rush with acrobatics, I think 16 GB RAM won't be that important for ME:A
I doubt the requirements listed will even be accurate to the retail release of Mirror's Edge for those requirements seem to be fairly common for a lot of the games this generation until a month or two before release.

Come to think of it, doesn't the Origin return policy mean that any game has a playable demo?

Mirror's Edge 2 gaming experience relies on fluid movements according to the video Dev Diary. Also, the devs want to deliver top eye candy and possible high and consistent frame rates. Ergo, the reason for the high hardware requirements.
Do you honestly believe that the MA:E Bio team wishes to deliver less? There is combat you know and DA:I's early days also suffered from frame rate variability. I am not surprised if by 2017 the hw requirenments are upgraded, especially since both the PS4 and XB1 hardware upgrades/ new versions are being considered.
