I see that an obvious choice for ME:A is to occur before the original trilogy. My reasoning for this is a good 30 year time frame which is stated in the opening text of ME:3

So we have the N7 project which in this plot is headed up and run by "original trilogy PC Parents" taking Spacer PC for ME:1-3 as cannon. Naturally the N7 Project is a classified alliance op "which i see as genetically engineering adapting humans to life in space". This is in the early days as we see the perfection of this technology in Miranda Lawson from ME:2 This type of technology in human engineering is what possibly creates Cerberus but happens back before the organization Existed. It would also be a good fit if "The Illusive Man" was a member of the N7 Project back in the day " a smart investor" when it was just starting. But differences about ethics and morals between the project heads is why The Illusive Man" forms Cerberus (also modify himself) and the ending of the N7 Project. This could mean the PC ME original Trilogy who takes on the Reapers is the last soldier produced from the N7 project. This is also grounding for why "The Illusive Man" did not want PC Shepard modified in ME:2 since he is in a way your father "assuming N7 PC Shepard" is secretly genetically altered for survival at all costs. This also ties in why why Miranda was so seemingly jealous. The N7 Project does continue but does not genetically alter its operatives but learns from the events of ME:A on how to better train its,
This is all before the PC of the original trilogy is born and the Citadel Council is paying little interest to us. Since this is pre original trilogy and Mass effect fields , as well as knowledge of the relays are not know to the alliance. This allows alliance to accidentally have the incidents with the Batarians "example: war hero background for the PC in the original trilogy". As part of this Earth is behind in technology race as well as confined by space from other races "especially the ones who see humans as week" So the premise of ME:A is born " Earth needs to expand , find new technologies and uses the N7 Project to create an explorer capable of surviving in space and different hazardous environments " . As for the ship design it could be using solar winds or some other type of propulsion like using the Flaire "radiation emissions from black holes" as we know there are lots of back holes in the centre of the galaxy.
It would be assumed that if the events of ME:A (possible trilogy unlikely in this case) is successful that alliance and humans generally to be taken seriously by the citadel council. The downside to this as a plot and ME:A being prequels is that most of the characters you see wont be there.We could see Matriarch Benezia and Saren before they went bad but not sure who else we would encounter.

The other alternative would the events of ME:A to occur after ME:3 and the Dark Energy Ending is true so with the galaxy in chaos as "All Biotics are one of the following 3 : crazy with madness and locked, so violent and mass murders, or under go medical procedure to remove their biotic powers" . Naturally biotics would rebel against the governments hence some anarchy with security forces out in full. Most of the time when they are not controlled they are free addicted to dark energy which is like drugs which amp the biotic powers but the energy does not dissipate but builds up over time to a critical level with a large biotic explosion. So the premise is in this case is earth takes the lead after ME:3 " humans are natural explorers" to find a way to get technology to end this possible doom which would destroy the "milky way. galaxy".

Personally I much prefer the prequel option for a hard reboot as you could have the citadel council members "from original trilogy" around before they became council members.
As for a some time after the events of ME:3 - we need a reason for exploration and a doomed galaxy is one way with "dark energy" ending. Additionally it is harder for me to see a good back story for ME:A if it was to occur after ME3 as i would need it to go from the MEHEM mod as opposed to the extended cut endings.

The only Extended cut ending that would work for me would be the "ME:3 synthesis ending" in which Shepard is regenerated but unable to leave the a computer console as he is like an AI. In this premise PC Shepard from the synthesis ending has been scattered over all living things , organics and synthetics. The Reapers and the geth with help over decades started reading the new organic-synthetic DNA of all living things and eventually found Shepard but is too large to store in a humanoid form hence is now a large AI living in all geth/reapers. But this golden age does not last due as the organic-synthetic DNA is degrading and everyone is now dying - " UNKNOWN - ERROR - INSERT REASON ". So to find something that is outside of the galaxy and beyond dark space - Insert Time limit Pathfinder must find solution before they degrade and die themselves. This is possible a good thing as necessity of the situation makes Pathfinder more aggressive in the new galaxy
