For the Dorian romance (or maybe those with an actual sex scene?), when you ask about rumors, Cabot says, "A few complaining that you've time to bed your allies. I don't judge. Much."
I gotta say, I just adore the kiss-on-demand feature. You get to have a nice, sweet moment and see your LI look at your PC with hearts in their eyes. *Sigh...*
Same line for romancing Cullen.

I loved it when I could kiss Alistair literally anywhere. I really miss that feature. Nothing boosts morale like a quick kiss in the Circle Tower before fighting demons...
My Levellan, Adaris, has a lot of similar values to Solas. I headcanon her as a loner. When she was young, she was separated from her clan as they moved away in a hurry from Templars. Lost and alone and crying, a spirit of compassion came to her and helped show her the power she had. The spirit guided her in many ways for months, helping to keep her alive and befriending her in the Fade, introducing her to other spirits as well as showing her impressions from real world events.
Eventually another clan found her and took her in but she was never fully accepted and so she often ran off into the woods and would hide in a cave or tree to sleep and be with her spirit friends. When her Keeper found out, she was strongly rebuked for consorting with spirits and kept confined to the camp. Thus she began to resent her people's lack of appreciation for spirits and condemn them for not looking for the knowledge they offered. Eventually she tried to run away but was found and brought back and told that they couldn't allow her to pose the risk of becoming an abomination. She was on probation for reformed behavior when she was sent to the conclave. She helps the Inquisition as best she can because she doesn't want to see the world end and she worries the Anchor will destroy her soul so she hopes dealing with the Breach and Corypheus will save her. She also dreams of the days of lost elvhen glory and thinks her people fools for not doing more for themselves and for being scared of the Fade when there's much to be gained from it.
She tolerates most humans but has an active dislike of them from past experience, is indifferent to dwarves, hates Qunari and pities her people. She plays along but only really likes Varric, Solas and Cole. The spirit friends thing drove Adaris to ask Solas a lot of questions about them (because - HEY - another elf who actively seeks out spirits and their knowledge!) and this helped improve her relationship with Solas in the beginning.
I came up with Adaris's backstory because of the Dreamer story line in DA2 and the experience with Justice made me wonder if spirits could be friends like Anders once claimed Justice was.
So Adaris's story is a good fit for Solas, I think.
Your elf sounds too fundamentally different from Solas, though it seems your own personal morals are affecting your PC and your choices. You can try changing your canon for your character. People do change. It's kind of like hardening Alistair. You can harden your elf a little. Or create a new one with a backstory more suitable to getting along with Solas, though both options may give you a character that you don't jive with you personally anymore. You say she's a pacifist. That can be evolved to something more like apathy for other peoples - for whatever reason you want to come up with. I think making her a loner with no love for other races besides her own and an open mind should be a good start - but it's your game so do whatever you wish! However, I do think you'll need to either change her somehow or start over with a new elf. I found creating a backstory helps me keep exactly what kind of choices a character would make in mind. =D

^ This is so amazing. I loved that we could do that with Alistair and Cullen. It seems to be more immersive for an overall "relationship" feel. I wish we could have this with all of the LI's and then it obviously not being available when there were plot reasons why the LI was gone (in the case with Blackwall or Solas). It would have been easy IMO to just include a kissing request scene for them ![]()

I also loved that aspect and miss it a lot. The Lands meet; so many things could go wrong. I was really uncertain of what was about to happen. I stopped and kissed Alastair right before I clicked to open the doors. It added a layer of reality to the events, in my opinion, that is lacking in these very pre arranged "safe at Haven/Skyhold" Scenes. Yeah, I'll totally kiss an LI for fun, but when it matters most, I want that special connection even in the thick of fast moving events.
Even with three kisses, you can't go spend time with him or kiss him randomly at will as you can with the others. To me it comes off as if he is just tolerating your affection to further manipulate you into aiding him in his plans. If he were really into a romance, he'd want to kiss whenever, or at least spend time with you beyond the friend zone stuff.
I read it the opposite. Solas doesn't kiss Lavellan at the drop of a hat b/c he's feeling for her too much, not too little. And he's fighting it. Cus he knows he shouldn't and it will end badly. Add that to the naturally reserved personality he's been projecting the whole game and you got a man who runs hot and cold for most of the romance. There are moments where he can't take it anymore and he gives in to it and you get breathless kissing that's really intense. And then he regains control and pulls away.
Even before I knew why he was like this, I could tell he was keeping himself distant from everyone, including Lavellan. He was just more prone to failing at it with her cus he was falling in love with her.
He shows the same hot/cold attitude with the other companions, too. The fact that he's not at the Wicked Grace game, that he's not really mentioned by anyone else as having interacted with them at Skyhold beyond some scholarly thing related to the breach/Corypheus, and how he seems to have almost no social life in the group, despite Varric of all people being a door away. And then you have banter where he genuinely tries to cheer Bull up with mental chess, connect with Blackwall on a warrior-to-warrior level, expresses admiration towards Cassandra, and discusses life, the universe, and meaning of everything with Varric. None of which actually furthers his cause. He didn't have to make friends to take down Cory. He'd already proven his skills and knowledge were valuable enough to be worth keeping him around.
Also, from what I can tell from posts above mine, Cabot (and the general public rumor mill he represents) may not even know Solas and Lavellan were a thing by the end of the game. I never got that "I don't judge" line from him. It seems only the inner circle notices. So, not showing a ton of public affection also helped keep his presence under the radar, which is also something we know he was aiming for most of the game anyway. That was another reason he didn't do it, I think.
This is what it felt like to me, anyway. I thought it was an intentional decision on the devs' part for Solas, not a "we didn't have the resources/time to do it" or they just decided to skip it. Cus Cullen was added at the same time and he did have that kind of repeatable scene (with two different inquisitor models, even). So I figure Solas' lack of optional PDA is story or character-related.
Also, from what I can tell from posts above mine, Cabot (and the general public rumor mill he represents) may not even know Solas and Lavellan were a thing by the end of the game. I never got that "I don't judge" line from him. It seems only the inner circle notices. And then you go outside the closed office and make out in broad daylight on the battlements.

And then you go outside the closed office and make out in broad daylight on the battlements.

Maybe he suggested the ramparts so as not to seem inappropriate? And maybe that was the back side? Where the castle would hide them from view of the courtyard? Plus it's kind of hard to see over the wall from the ground. Knowing Cullen, locking the doors or suggesting his loft probably seemed far too forward. And he likely didn't think they'd be kissing. Or tried not to assume or hope, at any rate. He's always so unsure of himself in personal matters. ^__^
