I have seen the above logo before; however, I don't think it was connected to a "Dragon Age" game. As a matter of fact, the 'M" on top of the wolf is a hint. I 'think' its related to an old roleplaying game, which came out in the late 1990s or early 2000s. BioWare could be using the logo as a code, so they can cover up the actual game. We will have to wait for more information.

Plus, I don't think it makes sense that the 'logo' is revealed by producer tied to DA franchise. And then re-twitted by DA devs, including DA leads.

With EA Play, being the "E3" before release of MEA, a tease about the next DA wouldn't be too strange. Especially, since they teased MEA at E3 2014 before the release of DAI. With the new IP though, it is really hard to judge. We haven't gotten an official green light for DA4...but I am still hoping at least for that announcement at EA Play (fingers crossed).

I cannot remember if the logo belongs to a game or game developer.
I do know it predates "Dragon Age".

I don't think it looks like an M; flames were the first association that came to my mind, the next was that it was just a shadow that mirrored the outline of the wolf's ears.
And you basically accused Bioware of theft (that's how it reads from your post), so I don't think you're likely to get a lot of positive remarks until you can provide proof.

Well, one of the iterations they've had over the years. If you arbitrarily cut away the rest of the fire that doesn't fit that logo and ignore the animal head.

* And Cassandra, Alistair, Shale, Zevran, Morrigan, and Fenris, because they'll ALL be there!
* Solas and his Inquisitor will get a love scene, with option for angry or sweet sexy times (finally, right?),
* And uh... there will be a simultaneous release of a DA tactics game that contains clues we need to solve a SUPER HARD puzzle in DA4.
There's also going to be a special dress-up UI function that will allow us to have full control over our wardrobe. There will be both combat, formal, and casual wear, including various coverage options, optional boob plate designs for those lady warriors who like to walk on the wild side, lingerie (for both genders) for those romantic scenes, or simply the choice to walk around completely nude -- no Ken and Barbie, full physics included! -- if one prefers.
And I'm hearing we might just be able to become both the Archon and Black Divine, but maybe I misunderstood the hint I saw and it's just one or the other.
(I actually wouldn't mind one or two of these... I'll leave it up to everyone to guess which.)

i kind of actually feel.. this could be a card game. hopefully not. seems like the whole industry shifted towards making card games!. so bioware could say.. why not?

What might have been fun if is if they had made a browser tarot "game" using the DAI cards that we could actually use as a tarot deck to tell fortunes. Of course, I understand that one of the aspects of actual tarot readings are getting the card in reverse (?), and that means something significant, I think. I'm not entirely sure how that works. But the DAI tarot card images don't have a reverse image. However, they did make an actual tarot deck for the Inquisitor's Edition, so they could have used those.
Hearthstone was partially the brain child of Rob Pardo and other Blizzard designers which was the synthesis of a long legacy of Blizzard kind of design values and style.... it's not easily replicated.
