I know there's talk about it maybe being a Dragon Age tactics oriented game, and I know some people are in love with the idea (maybe a lot of people?), but I really hope it isn't... I'm terrible at tactical games and I would prefer a stronger focus on story/characters (they felt a bit neglected in DAI, although this is likely due to the sheer amount of time wandering around the map...). If it's a tactical game, I might never be able to beat it to know what happens!
As for the graphic: the developers called it a fox head, not a wolf. The shape of it does, indeed, look more "fox" to me. Foxes have an interesting place in the context of Dragon Age lore, almost overlooked. Funny how they finally added foxes into DAI, almost as if they wanted us to think about foxes. Could just have been to have another cute animal, besides nugs, though. Hmmmm.
In Origins, the codex entry on bears mentions foxes. Specifically, there's a story about Dirthamen giving secrets to the creatures. The foxes sold theirs to Andruil to get wings. In DA:I we get a codex entry during the Temple of Mythal that could be tied back to the story of Dirthamen and the foxes. It seems someone has been caught taking a "divine winged form," reserved for the gods and their special chosen few, and they've been punished severely for it.
If we buy into the Origins codex on bears, there's more than one fox, therefore more than one sinner. And the Sinner codex suggests that Ghilan'ain is involved in all of this somehow. So maybe the Sinner led an organization?
If I'm right (and I rarely am) it could really be a fox, not Fen'harel's wolf. Maybe the fox represents a Forgotten One, or an organization led by one. It could even be that this fox was up to something similar to what Fen'harel was doing at the time, the difference being that the Fox was stopped and the Wolf was not.
In that case, if this is a DA4 promo, things are likely to get very interesting very fast, because it means there are some ancient elven powers stirring other than just the Dread Wolf. Of course, there were hints of that already with Tirashan...
Edited to add: In addition, the fox head may not be in a fire. Could that be a footprint (of a large clawed creature, MAYBE a dragon) or the rough outline of a dragon's head?
