Actually, one of the EA reps recently said the New IP will be out next year. Which makes me wonder then if some of the DA writers who moved over to the New IP will move back to DA when they finish...
I'm pretty sure they never said the New IP was from Bioware, remember that Criterion and Visceral are also working on new IP's.
