I think is important for a developer like Bioware to hire few people for this task: creating surprises.
I explain: because in the process of creating a big game, everyone has his/her parts and task to tackle, I think something can be lost during the process. If there were few people like 3 or 4 individuals that could focus on creating surprises as unexpected events or behaviours during the game, that could give a burst of energy and enhance the player experience.
For example, an enemy soldier that does not respect the ordinary ai routines and act completely different would surprise the player.
or, Inside the Atlas Mech there could be a fanatic soldier that screams and is wearing a skull- like helmet.
Or, an animal like a black panter inside a random room that does not attack and is really mysterious...and run away after a cut scene where is staring at Shepard very intensely....
Or a soldier that during the combat loses the helmet and has a beautiful female face...or an ugly terrifying contorted face....
Or a very old.looking character found randomly in a room who thanks in tears of gratitude his/her liberators.
Or a plant in a forests that strangle the closer character...enemy or ally.
Or simply a radio in a random room playing Mahler's adagetto from the 5th symphony.
