I always order them into a nice safe cover spot, But they either, Wont drop the fight and keep shooting and reloading till they're dead, Go into cover and come out of it 2 seconds later, Or just flat out ignore my command and charge the enemy, AND YES they arent equiped with shotguns...
The party AI is terrible!

AI has always been terrible in the series. Then Mass Effect 3 then made it so they don't do anything.

In ME2 after ordering a squad mate to take up a certain position, if you order them to use a power before they reach that position then they will stop in place to use the power and not continue to where ever you ordered them. This was changed in ME3 so that they will continue to the position you ordered them to take.
The only reason a squad mate will leave a position you ordered them to is because you bump them out of it, or they are forced out of it by a melee enemy.

When they are in cover I don't give them any orders, They on their own will just rush out of cover for no reason, And no there arent any melee enemies forcing them out of cover...

They don't leave cover on their own without an order unless you get too far away from them.

They "roll" in a rather non-veteran sort of way. I think it is intentional, forcing you to think for them or watch them die.
