Maybe the Warden could? Considering they're in the same universe he could probably get to the mass effect dimension trough an Eluvian and decapitate him. Hah!
Seriously though; probably no one in the Mass Effect universe. it's almost impossible to achieve the same brutal efficiency as the charge and nova combo, done by vanguard Shepard-- or the black widow headshot spam as infiltrator Shepard. As for cutscene powers, look how easily Shepard kills Wrex.
