After talking to Bailey you need to go on Level 26. Talk to volus in warehouse. Then you go to Factory District.

You have to decide if you Paragon or Renegade the Volus and his two Krogan Bodyguards at the warehouse. If you did a full ME1 run Shepard remembers Harkin, for what it is worth. Fade is just a stage name, but Bailey gives you some clues.
