If you wanted 100% in Accomplishments, Rewards, and DLC for all 3 games, how would you (legally) obtain the necessary products in as few purchases (or as few $) as possible?
What would you need for 100% DA Keep Career completion?

It's not possible to obtain everything. Some of the items were available as vendor-specific promotional items for pre-ordering the game from that vendor, while some are simply no longer available at all, the promotional time limit having expired.
Some things were even more exclusive than that...
Amulet of Master Studies and Ring of Master Studies DLC
It is available exclusively on Xbox One via one of 2,000 codes originally given away to participants of certain Microsoft trainings and courses.
