The devs had plans to add him as a love interest in Trespasser, but they scrapped the idea because they thought it felt too tacked-on.

Patrick Weekes (Cole's writer) said the reason they didn't include him as an option in the original campaign is due to Cole's naïve nature, and the Inquisitor's position of power, it would have felt like the Inquisitor was trying to take advantage of him.

I can understand why people find him attractive. He is a kind and gentle young man, but also dangerous to evil people, so he has that edge. And if you make him more human in his personal quest his character matures enough during the game so he sounds more like an adult. He's a sweetie.
