It is funny in how in just about every shooter, enemy NPCs aren't affected by the bodies piling around them and always fight to the last man.

Well at least mass effect somewhat justifies this behavior for the most part with the majority of enemies either being robots, who don't feel fear, or indoctrinated, brain controlled beings that have long since stopped caring about their own wellbeing. The expection are all the ME2 random mercenarys. Those are probably just to dumb to life.

That would be cool, but I have yet to see a game handle enemies surrendering well

Such a game would have to have proper tangible reward(s) for capturing enemies(ammo,undamaged equipment,intel,etc) for it to be viable, otherwise there's no real incentive not to continue firing at the same enemies one was battling just moments ago.

 

Perhaps story related C&C involving it as well? Like, if you were to capture enough enemy troops, it could lead to an increased chance for an enemy commander to accept an offer of surrendering as being credible since you (likely) won't be be duping him and his remaining men into letting their guards down only to get massacred.

 

Naturally there could also be a element of risk/reward with capturing enemies to balance things out.

What is not going away? gore? game? war? death? not that it has anything with peoples preferences.
