On one hand, yes. The Asari councilor is a great candidate, we don't know much about the Asari Councilor after Thessia.

On the other hand... you can kill the Council in Mass Effect 1 and then in Mass Effect 3 you have another three councilors (which I like more by the way). So... if the Asari Councilor make a cameo, the developers have to use two Asari models and two different voices

 

Tevos over Irissa. Tevos may have been reserved, but I always got the sense she mediated a lot between the more hot headed Sparatus and Valern. 

And she is definetely someone I'd like to know more about.

Maeko Matsuo would be a cool character to meet again. I don't really care at this moment in time the possibilities/realities of getting old familiar NPCS appearing in Andromeda, its fun to remember NPCs that would be just plain fun to meet again.

 

Emily Wong obviously. And even Khalisah. For all her flaws, I actually liked her, and never punched her in any of my playthroughs. My trigger finger got itchy when I first met the awful Diana Allers ("Ar you with the Normandy? I saw it docckkkk")

 

Another one for me would be Aishwarya Ashland. She cracked me up at the Casino, I actually just forgot about the fact I was supposed to be pulling off a heist.

The posh girl??? Her dialogue was pure gold!! I wouldn't mind to have her back. She was pretty rich, so maybe she can buy her passage to Andromeda  (she and her poor father)

 

Now you mention Silver Coast Casino (Citadel DLC), Rolan Quarn (the barefaced turian who is a con artist) would be pretty awesome too. It could be a good oportunity to use a moral ambiguous turian and introduced the barefaces.

There are a plenty of great minor characters in this series... One of them could easily make a cameo

Oh my gosh, I'm glad I didn't choose the option that ended up with this as a consequence in my playthroughs! Poor Lorik. In my headcanon now, Synthetic Insights is a booming business now that Anoleis is gone, and Lorik is happy.   And I loved him quoting odd human expressions too. Kind of like that asari at the casino who misquoted an oft British associated phrase, "Stiff upper lip" lol

I've noticed that too. Maeko Matsuo, Lorik Qui'in, Lilihierax. A lot of love for the Noveria characters. 

I like a lot of the Feros characters too, but they can't count since most can be dead.

This is what i look forward to in the next ME series, are great characters. Can't wait for the variety of them.

 

Regards to Khalisah, i rage punched her. Hahah But this only makes her that much better of a character because i got that stirred up. I even felt bad for punching her all those times in ME3! Heh.
