Considering how far in the future this is supposed to take place, I don't expect cameos at all--even from the squaddies who could potentially last hundreds of years. I'd actually prefer it if no cameos were made at all. Let this game be fresh.

We are talking about very very little cameos from very very secondary characters. The rules are:

 

a) The character must be alive, regardless of your choices (Powell, for example, don't die in Eden Prime ME1 because he... was taking a nap when the Geth attack).

 

b.)The character has to be available for the Ark Project (Powell only appears in ME1, so he could be available).

 

c) The character has to be useful for the Project (well, Powell is not exactly useful, but he indeed knows how to take a very  long nap  )

Sorry, too lazy too look at all replies, so idk if mentioned. But didn't Wong die, by kamikazing an alliance dreadnought into a Reaper? I remember reading it in an in-game email of the news.

Emily is a metaphor by the way, of bringing certain cool NPCs.

 

Maeko was a good character, very remarkable considering the short time we met her. 

 

Another character: Han Olar, the volus from Noveria. He lives no matter how you do the Peak 15 mission and he sends you an email in Mass Effect 2. Nothing more. If the volus are in the Ark Project (likely considering they are the money of the Milky Way Council) and if the Ark Project depparts before the ending of Mass Effect 3, Han Olar can go too. In addition, he is a scientist, pretty useful.

Sure. Try it like this; Wong discovers the project, but is caught and arrested. She's held incommunicado for a little while as they argue about how to handle the situation. Then the Reapers show up, and it's either bring her, let her go, or shoot her -- there are a few empty stasis pods because they haven't finished loading yet. Alliance Intel puts out the Twitter disinformation, mostly out of force-of-habit.
