I need to know how can I make a Xbox persona in my dragon age keep account. It says that I have a PC account but I am playing DA: Inquisition on a 360 so I can't export data.

Is your Xbox Gamertag email address and your EA account email address the same? If not, make sure.
I remember I had this problem awhile back when my GT email wasn't the same as my EA account email.
