I've searched a lot of pages and couldn't find any relevant topic for my question so here it is.
I know that it doesn't really affect his character in ME2 or 3 and I know that if you choose Paragon options and choose to arrest Saleon then he will become more thoughtful of his actions and that's why he wants to return to C-Sec. If you choose Renegade options then he plans to start his Spectre training. And if you don't really influence him then he is just thankful that you let him be part of the team.
So does anybody know how does this influence really work? What lines contribute to his point of view? I know that his loyalty sidequest surely contributes but what about other dialogues? Do I have to be strictly Paragon or Renegade with him so he has plans for the future? In my first playthrough I was a pure paragon and he decided to pick the right path, not the fastest and return to C-Sec. In my second playthrough however he doesn't seem to learn anything from my Shepard (I didn't really give him advices though). Are there several "checkpoints" that contribute to his overall morality? Can I be mostly neutral to him and still impact his character?
My current Shepard is Earthborn paragade who is like Garrus doesn't like rules (criminal past) but doesn't like risking civillians (he knows the hardships of life and seeks justice for people). So I want to know how should I build my conversations with Garrus to influence him to apply for Spectre training without Shepard acting out of character? I'm not really looking forward to have hundred playthroughs just to understand what impacts Garrus.

If I'm not mistaken, there are different topics you can talk about with him, from the current mission to old cases he has worked on at C-Sec.
For example, when discussing Saren, you can say that you are going to bring him in to face justice, or kill him. This is a line that influences Garrus' mindset. It is mainly about the regulations on crimefighting versus justice. A paragon would normally choose the top answer and tell Garrus that regulations and morals are important, and a renegade would tell him that the threat must be elimanted, even if it means becoming a vigilante.
I believe this and the dr. Saleon conversation is what influences him.
In either case, Garrus will go back to C-Sec, but will only apply for a Spectre if encouraged to be a vigilante. He gets turned down though, so he leaves for Omega in both cases, but for different reasons. He he was encouraged to be a paragon, he will go to Omega to help the people there because he can do more good there than on the Citadel, and when he was encouraged to be renegade, he will go to Omega to kill bad guys.

I know all that. What I want to know is how all of these conversations are accumulated in the end and how many times should I pick paragon/renegade options for them to make the desired effect? Like, if I pick all paragon choices in dialogues and then allow him to kill Saleon, how will it affect him? Or the opposite, if I pick renegade options and forbid him to kill Saleon? What if I don't bring him on his quest at all? What if I support his disregard for rules and regulations and let him kill Saleon but when he talks about civillians I say he should never put them in danger? I'm actually wondering if someone here played the game so many times by now that this influence system is very clear. Ideally I'd like a breakdown of how much each conversation affects Garrus and how will he act if you don't stick to pure paragon or pure renegade.

Apparently there are 6 "points" to get. Two of them are assigned to Dr. Saleon's mission (most likely to how you deal with him and talk afterwards). As for other 4... I'm not certain, but I would say the last lines of dialogues on the Normandy are those "points" (seeing how they're the most paragon/renegade).
Having 4 on either paragon or renegade route is enough to influence Garrus, so for example, picking all paragon answers during the Normandy talks and then killing Dr. Saleon shouldn't affect his C-Sec route (since paragon "points" would still be dominant). You also don't need to do his mission to influence him. Just stick to either paragon or renegade route with him the whole time.
I would like to note all of this is only based on my experience, so there might be mistakes.

That's very helpful, Rascoth. However, is it necessary to have 4 points being either pure paragon or renegade? I could see how 2/2 would be in conflict and it wouldn't affect him but what about 3 renegade/1 paragon for example plus killing Saleon? Would it count as a renegade path?

Yes, I believe killing Saleon counts as renegade point. So 3 renegade points from conversations plus this action should give you required 4 renegade points for pushing Garrus toward Spectre route, even if other two points go toward paragon.
In the end either paragon or renegade has to have 4, so the game knows you can't change your decision or go for a draw.
