According to the Wiki page, there should be a special operation available to rogue tempests.

 

I've chosen tempest, but the operation hasn't appeared on the wartable.

Anyone know how to get it? I'm currently level 9 and just found Skyhold.

To be clear, have you crafted the bottle of smoke and then spoken to Khim?

 

Also, did you speak to the other trainers prior to returning to Khim?

 

Other than that, I wasn't aware of any other pre-requisite for the operation besides choosing the Tempest specialization. It just appeared for me.

What is your Inquisition Level? Your Inquisition level needs to be Lvl 8.

 

I do not mean the Level of your inquisitor, but the Influence level.

You can check it when you go to your Abilities page and then to Status.

Welcome Just close some rifts and do some quests and you should soon get your Inquisition to Level 8.
