All somebody with a brain had to do was add 1 more price tier to the packs.
Make it a fair price (150-200k?) with a GUARANTEED UR drop.
Difficult enough to afford if legit grinding...but you F-ing get rewarded for your grinding.

I blew a lot of creds on JEPs too. Too obsessed with keeping consumables at 255 apiece.
My Venom & Valiant were my lowest ranked weapons at lvl IV each.
In reality though, my spending habits were greatly influenced by RNGtrollstore BS. I knew what I was replenishing with JEPs. Arsenal packs were just a gamble.
