So I'm very far into the game, and had read I can unlock the Black Emporium. I can't find the operations quest on the war table (Free Marches area, I know.) I'm not sure how I can download it either - it's free DLC? I've checked all the menus in the game (on PC) and cant find DLC anywhere.
help!
It would be in your Origin account under DAI's DLCs. Hover over the game in your "My Games", and click on the "i" for information - that will take you to a page that should have all dlcs listed. You probably just need to install it and BAM - war table just got a little more interesting

What IllustrousT said, also you need to be connected to the EA Servers for the war table operation to show up. 
You can download it using the Origin APP, go to the Store and search for Dragon Age Inquisition, it will be there as free, as will the DAIMP DLC packs and, the paid packs. Choose the ones you want and add to cart, then check out, it won't ask for payment information if everything you choose is free.
Once it's installed, again via the Origin App, the mission to unlock it costs zero power and is near where Kirkwall would be on the war table map.

I'm just about to head to the Hissing Wastes to get some armor upgrades - should I save my money then and not go to the Black Emporium? thanks! level 17 here.
Black Emporium carries several Schematics.
Yeah save the gold, or better yet, cheat your way to riches for at least one trip there - you might want to be a multi millionaire just once for all the good stuff in there.
Meh. I got all but a small handful of the Schematics in the game once the Golden Nug was released.
Save Game.
Sync with Nug.
GO and sell off ALL crafting Materials.
Go and Purchase Schematics until money runs out.
Sync with Nug.
Reload Save.
Sync with Nug (this gives me the purchased Schematics from earlier).
Repeat until all Schematics are found.
When Finished, Reload save, Re-sync with Nug. Still have crafting materials (worth approx 500k), and also have the Schematics
