Because a certain group of people get very upset if a female character isn't portrayed precisely as they want them to be.
Nobody cares about the male characters because we've just accepted that they're basically all middle aged grizzled men with short brown hair at this point.
Honestly, FemShep does have muscle definition even on her arms. The problem tend to be the camera angles which sometimes distorts the view and certain outfit alter the wearer's body. Plus there's more problems with CGI rendering the joints which is a cosmetic problem for both female and male Mass Effect's body mesh.

I agree with this, but I always, without fail, hear about how women (not individual women with their own tastes, but "women") are more attracted to the feminine bishonen boys like you see in anime or manga.
