DRAFT: DW Assassin vs Tempest, who has higher DPS?

My thesis is that, despite Thousand Cuts, Assassin still has the upper hand for DPS over Tempest in DW configuration. I don't think it's even close. Primarily because of Mark of Death.

Flask of Fire and arguably Flask of Lightning have damage throughput improvement capabilities similar to MoD, but similar isn't superior.

I could be wrong. That's why I want to run the numbers and see what actually is true. Maybe the margin is closer than I think, maybe it doesn't exist at all.

To level the playing field, I'll assume everything not directly related to the specialization is equal. I'll use a normalized set of stats, gear and buffs that apply to both.
 
Base damage of each dagger: 100
Effective damage of a single auto-attack hit (including Attack% and criticals): 200
Effective damage of auto-attack routine: (7 * 200) = 1400 over 3.08 seconds
 
 
Summary of key abilities for Assassin
 
Hidden Blades + Overkill: 6 hits @ 300% (600), 65 stamina, 28 cooldown
 
Mark of Death + Mark of Doom: 150% of accumulated damage when triggered before 8 seconds, 10 stamina, 32 cooldown
 
 
Summary of key abilities for Tempest
 
Flask of Fire + Unquenchable Flames: 5 seconds of no stamina cost and no cooldown, 20 stamina, 32 cooldown
 
Flask of Fire + Flaming Chain: no stamina cost as long as ability is not repeated, 20 stamina, 32 cooldown
 
Flask of Lightning + Thunderstruck: 5 seconds game time vs. 60% slowed targets, plus 300% bonus damage from electricity, 20 stamina, 32 cooldown
 
Flask of Lightning + Stormrage: +2 seconds duration vs. 100% slowed targets, knocks back enemies, 20 stamina, 32 cooldown
 
Thousand Cuts: 12/25/28 hits for bars of focus, respectively, at 300% weapon damage
 
Note: Flask effects are mutually exclusive, they cannot be stacked
 
 
Clearly, duration is a key factor for both skill sets. The ability with the maximum cycle time is MoD with a 6 second (nominal) trigger time, followed by 32 seconds of cooldown, for a total of 38. I'll use 76 seconds as a standard interval, allowing for twice the longest duration. Partial credit will be given for partially completed durations.
 
Baseline: auto-attacks over standard interval
 
(1400 / 3.08) * 76 = 34546
 
Now we try to figure out how each specialization can exceed that baseline.
 
Assassin using MoD + Doom and auto-attacks (AA) only, ignoring stamina cost, triggered at 6.16 seconds for convenience
 
Sum of AA damage for as many 6.16 triggerings of MoD as possible in 76 seconds, plus AA damage during cooldown periods.
 
1st MoD + AA during 1st cooldown + 2nd MoD + AA during 2nd cooldown
 
((1400 + 1400) * 2.5) + ((1400 / 3.08) * 32) + ((1400 + 1400) * 2.5) + (1400 / 3.08) * 32) = 43091
 
Tempest auto-attacks with no ability active, 5 second baseline
 
Average hits per 5 seconds: 9
 
Tempest using FoL + T and auto-attacks (AA) only, ignoring stamina cost
 
Sum of AA damage for as many activations of FoL as possible in 76 seconds, plus AA damage during cooldown periods.

FoL slows down the targets clock by 60%. So instead of 9 hits in 5 seconds, Tempest gets 9 hits in 3 seconds.
 
1st FoL + AA during 1st cooldown + 2nd FoL + AA during 2nd cooldown + 3rd FoL + 3 seconds of AA during 3rd cooldown = 76 seconds
 
Average hits per FoL + T usage: 9
 
300% damage bonus from electricity at the end of each FoL duration (best case scenario, target does not have resistance):
 
(200 * 9) + 600 + ((1400 / 3.08) * 32) + (200 * 9) + 600 + ((1400 / 3.08) * 32) + (200 * 9) + 600 + ((1400 / 3.08) * 3) = 37655
 
Tempest using FoL + S and auto-attacks (AA) only, ignoring stamina cost
 
Sum of AA damage for as many activations of FoL as possible in 76 seconds, plus AA damage during cooldown periods. FoL+S has 0 duration on target's clock, so effectively 7 seconds of free AA hits.
 
1st FoL + AA during 1st cooldown + 2nd FoL + AA during 2nd cooldown + 3rd FoL + 10 seconds of AA during 3rd cooldown
 
Average hits per FoL + S usage: 13
 
(200 * 13) + ((1400 / 3.08) * 32) + (200 * 13) + ((1400 / 3.08) * 32) + (200 * 13) + ((1400 / 3.08) * 12) = 42345
