Actually, the whole point of the wall is to keep illegal migrants out, in this case the illegal migrants are Reapers, and like Trump said he is going to make Mexico pay for it (i have no idea how he is going to do that but thats not the point) now because Harbringer was the first Reaper and he is the "leader" he is the closest thing to a government the Reapers have.
But now that you mentioned Batarians we could have a temporary ban on all Batarians entering Alliance space.
We need to figure out whats going on folks, we have a problem and the council won't even name it. Radical Batarian terrorism and we need to figure out what the heck is going on. I have some Batarian friends and well, not all but some called me and said Donald thats a great idea we really have a problem and frankly we have to figure it out.

I don't think "wanting to be" is how it works... you either have the villain genes naturally or no
