According to Garrus, they NATURALLY hate each other. Is he right or wrong? I thought the dislike happened after they went to war.

I think he just means that it's "inborn" in the sense of having lasted for a long time. The war was long before the events of the games.

The thing is, a thousand years old is a long time for the Turians but for the Krogan who have the same lifespan as the Asari and there's barely a generation or two from the last Krogan conflict.
To Garrus, it was ingrained prejudice and he was raised in them. But Wrex was probably the first generation infected by the genophage, to him its not history, it was personal and he was there. He remember it happen like it was yesterday and so does many old Krogans who wanted payback.
Kinda like, me eating Japanese food and suddenly some old people berated me about how I'm forgetting my history and their pain suffering during Japanese occupation. But its just food and to them its a bowl of hate and death and fear of decapitation and concentration camp and massacres etc. I don't live in that era, I don't have instant hate but its hard for old people to change because that is their reality.

Garrus said that because he is a Turian,so for him and his race,a thousand years is a very long time.
Krogans see time different than Turians do.A thousand years are 2 or 3 generations for them,so it's still fresh in their memory.
Not to mention that Turians are educated in schools to see Krogans as mindless monsters,which makes this whole situation even worse.
