I'm sure the team/lead design that came up with/greenlighted the concept got drunk the night before. Or maybe they found out they had cancer, or learned their girlfriend was sleeping with their office crush but he still wasn't invited...

Ranged tanks and squishy melee.
Seems legit.
These are the people that brought you DW Rogues in DA2. Tanking better than a sword+board tank, and harder hitting than a pure mage.
They also brought you Arcane Warriors in DA:O, because Mages can wear the heaviest armour in the game, duh.
They ALSO thought that thermal clips are better than regenerating/cooling guns....

As Penguin said, balance, that is all. Of course, it doesn't make sense, as if you work on improving your strenght, you'll likely increase your muscular mass, what will also improve your resistance to impacts. Rugbymen aren't big tanks for nothing.

I'm pretty sure I can level any rugby man with a 12G shotty. I don't care how big or strong you are, you are going down
But in gaming terms, the fitness tree makes no sense...at all.

Pffffff, lies and squander! I've never spent all 6 gels on wave 1!
After the 3rd, I flip out the cobra and reduce the rest fo the wave to invisible atoms ![]()
Then I proceed to spend the remaining 3 gels on wave 2, of course XD

Because fitness is for scrubs. Where else would you want it fighting for weapon dmg/power dmg/melee dmg? The only one worth a dang in fit is the shield recharge delay.
There we totally disagree.
The Shield Recharge Delay in Fitness is one of the worst evolutions in the game, it is a trap. It does not affect Shield Gate Regeneration, and just fools you into returning to the fight before you should.
The only people where Shield Recharge is good, is sturdy characters with high Shield pools. Batarians having high shields and fast recharges can make them pretty sturdy. For most characters, however, Shield Recharge is essentially a hinderance.

Nah. Shield recharge is great. You're not always playing on the shieldgate. It helps with swarmers and ravager goo, it helps with Slayers PD immensely, it allows you to minimize cover time. Those 0.6 seconds may not seem like a lot, but over the course of a game they stack in a sense that you are more mobile, more sturdy and more efficient. Overall it's a great evo and if you slap more evos with shield recharge and/or gear - you can become essentially unkillable (like the Justicar, who can tank 2 Atlases in her bubble)

I like fortification speced for shield recharge rate, slap a shield recharge amp on and the game gets a bit silly. Should be the PUG go to, you can really take some damage.
There answer to OP; choose a kit with some sort of armor mod power for dmg mitigation shield recharge w/e

Oh, you were talking about Justicar's shield regen?
There's an old Stardusk video (recorded in a sewer from what I hear
) explaining it:

It was a strange design choice. Then again, there are a lot of evolutions that could be rearranged or dropped.
