In-universe, it is already confirmed that the US Army's 1st SFOD-D (Delta Force) is still active (and, since there are no other Human SF mentioned other than the November-7s, likely absorbed all the other forces under the banner of the Systems Alliance - SpetzNaz, SAS, etc.) and consists mostly of November-6s and November-5s, which are the lower MOS' (I use the term loosely, but today, the 18A,B,C,D, etc. are US Army SF, which are all MOS, even if they do not match the N1-7 system of the N-forces) in the Alliance ranks.
Will any other humans be N7s? Likely not. Will their MOS be N? Near guaranteed.
It seemed like the writers confused some of their own lore as the games advanced; and not just with this.
In Mass Effect, it was very simple. All military personnel get a letter designation, with all 26 letters being used. N designates Special Operations. All personnel also get a number designation, indicating proficiency, ranging from lowest (1) to highest (7). So a Systems Alliance N7 designation means you've achieved the highest possible proficiency as a SpecOps warrior.
As things went on, they started adding all the BS like "you can't achieve the 7 via training, it's an award for battlefield achievement". So, it's like a medal? Then we will have many N6s who are very bit as capable, maybe more so, than the few N7s. They just haven't had the stars align in such a way as to "win" the higher proficiency designation. Stupid.
They really should tidy up a lot of this type of crud that accumulated in the trilogy. A fresh start like this can be a chance to clean up lore inconsistencies and get back to the nice, clean starting point, as appropriate.

One of the favourite characters and not even in game model. Do it right or don't do at all.
I'd almost forgotten about how bad this was before they "Fixed it" for us. Sweet Volus this game really was a mess on release.

I have a feeling she is going to be the Alliance's version of Miranda, pretty, smart, ice queenish, and mostly brought on for her administration skills, but she also happens to be an elite combatant.
