It never occurred to me to try, so I don't know if it is allowed or not. There is a lot of gear that says "Rogue but not Varric", but it looks like all of those are bows.
Can Varric be respeced to Dual Wield/Double Daggers?

Yes, you CAN do it, and I have in games where I am not recruiting anyone but, I only run him dual wield until I get Bianca upgraded enough to be useful (level 4 upgrades) AI isn't the best on dual wield but, for starting out daggers are better than a un upgraded or low level upgrade Bianca. He can't use other bows so, that's the best you can do with him.

Yes I did it before i realised how attached to Bianca he was 
I also respecced myself as a sword/shield because I'd gone in as a two-handed weapon and i sucked at it

He can---and with the exception of Descent Tentacle Monster, I actually prefer Varric as a DW rogue. Closes in on enemies, throws elemental mines everywhere, and his knifework does the rest.
