Talon and hurricane are the obvious answers. They work on every single character with very high effectiveness.
Scorpion with a melee stunner is pretty hilarious. Stagger mooks and then proceed to pistol-whip them. May want to carry a back-up for bosses. As HeroicMass said, lash is quite nice on the batguard.

Still take a shotgun, but bring a Strength Enhancer instead of a Shotgun Amp.
Or use the Talon if you want a shotgun. No second weapon required.

Shotgun Omniblade. You may use the Raider for maximum batarianness or the Piranha for better cooldowns as holders. You don't need shotgun amps, but Strength enhancers.
Still take a shotgun, but bring a Strength Enhancer instead of a Shotgun Amp.
A Brawler without an Omniblade is a lesser Brawler. Raider or Graal for maximum thuggery.
This should probably go in the ME3 Confessions thread, but based on some of the comments in this thread I have to admit I have never, ever taken a second weapon into battle if I've chosen the Talon as my primary. Acolyte, yeah, but not the Talon.

Plus it doesn't need shotgun amps, unless you're overly concerned with melting the enemy in .02 seconds instead of .02033 seconds

Those 0.0033 seconds is the meaning of life and death. Reegar without SG amps sucks. And why does it even take shotgun amps if it's a carbine? Stupid Quarians, making everything backwards. First they create Geth, can't even shut the bloody things down, then they create Reegar to fight the Toasters, call it a Carbine.

Venom+Omniblade.. You don't need shotgun amps to punch skulls in anyways.
Piranha or Wraith with the Omni-Blade attached or Talon with Melee Stunner are also my preferred weapons for this character. Reegar works, too.
Combine that with a Strength Enhancer III and the Juggernaut Shield, Berserker Package or Hydraulic Joints: You're officially ready to go falcon-punching those phantoms 
OP said no shotgun so ,no awesome melee attachment.
i rarely play on host so i rarely play that guy ( phantoms, ( or worse, Husks ! ) canceling your animation is just annoying )

Reegar is still the best, targeting Vi is good vs mobs if you want a bonus.

I hate the Hurricane on vanguards. Maybe if there was a Geth Vanguard it would be better.
Talon isn't horrible and is like a loophole for the non-shotgun rule, but keep in mind it is crappier than top tier shotguns.
Falcon is pretty fun on Vanguards though, give it a try.

Weapon for no-lash Batguard ... does he need one? Charge + heavy melee (aka hatesurf) is our everything :-)) But backing to subject - Talon is the best non-shotgun.

Never liked it,on Xbox and PC i got it to X, it's too slow and the damage it does for me seems random and never the damage i see people rave about on forums, the arc pistol is a better "shotgun" for me.

OK, it's the GI, but still, it gives an idea. The Arc pistol is more of a sniper rifle.
