Maybe this has been asked several times and if so, I'm sorry. But I've completed the first four of the odd things for Cole but can't seem to start the last one. The man doesn't appear in the kitchen. Is it a glitch? Or does he appear further down the line?

The first time you go into the kitchen, you hear the scullery maids talking, then once or twice no one is there, then the man is there alone and it might take a moment of you being near him before the dialog triggers. If you missed him he won't be back but, it sounds like you are pretty early in the game and haven't been in Skyhold long. Keep going to the kitchen each time you return to Skyhold, you should get the dialog.
